Mid-City Brownfield Planning
Council Bluffs, Iowa
Chroma Design’s placemaking talents were tapped by Elan Planning and Design to prepare a Brownfield Area-Wide Plan for the mid-city area in Council Bluffs. Elan’s team worked closely with the city and public to conduct the study and prepare a plan for redevelopment. Chroma Design analyzed the site, prepared redevelopment plans and sketches, assisted in public meetings, and made public presentations. The team’s creative land use recommendations were a direct response to community input, EPA environmental requirements, the determined economic potential, and the site’s discovered opportunities. Connectivity to the adjacent residential neighborhoods, support for existing and future businesses, stormwater management, soil clean up, and development of public recreation opportunities all were incorporated into the plan and will help to invigorate the heart of Council Bluffs both physically, and economically, over time.
