Chroma Design worked with the City of Council Bluffs, the Iowa Department of Transportation, and a private foundation to select and develop the images and construction detailing for this 3000-foot sound wall. The wall protects the adjacent neighborhood from the audible impacts of twelve reconstructed lanes on the adjacent Council Bluffs Interstate System (CBIS). A prior CBIS aesthetics master plan recommended decorative walls at this location. Several abstract and representational options were evaluated. The preferred design is based on a view of the surrounding “Loess Hills”, farms, and Missouri River. The perspective view and contrasting textures were inspired by artist Grant Wood’s early twentieth-century iconic pastoral paintings of Iowa landscapes.
